Four people were arrested on Monday after a fire at a ski resort in central Turkey killed at least 66 people, Turkish Justice Minister Yimlaz Tunc said.

Four people were arrested and taken away by authorities, including the hotel manager, Tunc said.

The fire broke out at the Grand Kartal Hotel, a 12-story luxury hotel in the Kartalkaya resort in Bolu province, 170 kilometers (106 miles) east of Ankara. The fire killed at least 66 people and injured 51 others, according to the latest figures released by Turkish authorities.

The country's Interior Minister Ali Yerlikaya, who confirmed the death toll, said the fire started at 3:27 a.m. local time (00:27 GMT). Turkish authorities said 238 guests were registered at the hotel.

“The fire is under control and cooling operations” are continuing, added Yerlikaya, who traveled to the scene with several other government officials.

The cause of the fire is not yet known. Hotel staff helped evacuate guests, and witnesses reported a lack of smoke alarms and detectors in the premises.

According to private television channel NTV, at least three people died after jumping from windows.

The fire started on the upper floors and then quickly spread to the rest of the building due to the wooden exterior cladding, according to Turkish media, which broadcast images of large flames coming out of the windows and roof, as well as clouds of black smoke.

The Turkish interior minister said that “all measures will be taken if the investigation shows that there was negligence or mistakes were made.”

The justice minister announced that the investigation had been entrusted to “six prosecutors,” who will be supported by a commission of experts.

Turkish President Recep Tayyip Erdogan assured during a meeting of his party (AKP) that "everything will be done to clarify all aspects of the tragedy and hold those responsible accountable."
