U.S. District Judge Katherine Menendez in Minnesota ordered ICE and other federal agents involved in Operation Metro Surge to cease retaliating against individuals engaging in peaceful and unobstructive protest activities, including observers. The injunction prohibits arresting or detaining such protesters without probable cause or reasonable suspicion of obstruction, using pepper spray or other crowd dispersal tools against them in retaliation, and stopping or detaining drivers unless there is reasonable suspicion of forcible interference. The order requires wide dissemination to all covered federal agents.
